The increased duty on bills of lading and on receipts necessitated the printing of two more denominations of revenue stamps and the making of two new dies and plates. The cost of this amounted to $7,576.25. The aunual supply for 1931 cost $7,500.24 as against $6,000 provided (at $1 = 1/4d). In addition the four over embossing machines required repairing.

The available balance on this vote is approximately $2,000 which is insufficient to meet bills in hand; the average monthly expenditure for the first 6 months of 1931 is $5,700, and to meet the anticipated expendi- ture to the end of the year a supplementary vote of $25,000 is requested.

The excess expenditure is caused principally by

(a) Very large increase of wireless traffic (with subsequent increase in revenue) necessitating an increase in repairs, stores and current, and

(b) Extra cost of wireless valves and stores on account of low rate

of exchange.

It is requested that a further supplementary vote for $360 be approved

to pay rent at $120 per mensem for one flat in East Point Terrace for the period 1st October to 31st December, 1931.

This flat is required to accommodate a married Police Officer. (C.S.O. 782/31).

A new and more expensive dietary was introduced as from December 1930 entailing additional expenditure. The contract rates for 1930 were exceptionally low and the estimate for 1931 was based on last year's figures.

Owing to the number of children requiring medical treatment (adenoids, tonsils and especially eye cases) being larger than was anticipated, the above provision will be insufficient to cover the estimated expenditure up to the end of the year.
